ONGC Plans Major Strategic Oil Reserve in Mangaluru to Strengthen India’s Energy Security

India’s leading energy company Oil and Natural Gas Corporation (ONGC) has announced plans to develop a major strategic oil reserve facility in Mangaluru, Karnataka, as part of the country’s efforts to improve energy security and protect against future global oil supply disruptions. The ONGC board has given approval for developing a 1.75 million metric tonne (MMT) strategic petroleum reserve, which will increase India’s emergency crude oil storage capacity.

The new reserve is expected to play an important role in ensuring a stable supply of crude oil during international crises, geopolitical tensions, or sudden disruptions in global energy markets. India imports a significant portion of its crude oil requirements, making strategic storage facilities an essential part of national energy planning.

The Mangaluru project marks a significant step because it will be developed directly by ONGC, one of India’s largest oil and gas companies. The facility will add approximately 13 million barrels of crude oil storage capacity to the country’s strategic reserve network. The move reflects India’s focus on creating a stronger safety buffer against unpredictable events affecting global oil supplies.

Strategic Petroleum Reserves (SPR) are underground storage facilities where crude oil is stored for use during emergencies. These reserves help countries manage situations such as wars, natural disasters, shipping disruptions, or sudden price increases in international markets. By maintaining additional crude oil stocks, governments can reduce the impact of external shocks on fuel availability and the economy.

The announcement comes at a time when global energy markets have faced increased uncertainty due to geopolitical tensions and risks to important oil transportation routes. Recent disruptions have highlighted the importance of reducing dependence on immediate imports and maintaining emergency reserves.

India already operates strategic oil storage facilities through the Indian Strategic Petroleum Reserves Limited (ISPRL) at locations including Visakhapatnam, Mangaluru, and Padur. The addition of ONGC’s new facility will further expand the country’s storage capacity and strengthen its long-term energy security plans.

Experts believe that increasing strategic oil storage capacity will provide India with greater flexibility during periods of international price volatility. A stronger reserve system can help the country respond more effectively to supply interruptions while supporting economic stability.

The project also highlights the changing role of public sector energy companies in India’s infrastructure development. Traditionally, strategic reserves have been created through government-backed initiatives, but ONGC’s involvement represents a larger participation of domestic energy companies in building national energy assets.

Apart from improving emergency preparedness, the project is expected to support India’s broader goal of becoming more resilient in energy management. As demand for fuel continues to rise due to economic growth, transportation expansion, and industrial development, maintaining adequate crude oil reserves has become increasingly important.

The government has also been working on expanding strategic petroleum storage through additional projects in different parts of the country. These efforts aim to create a wider network of reserves and reduce risks associated with international supply disruptions.

ONGC’s strategic oil reserve project in Mangaluru is therefore seen as a major development in India’s energy infrastructure. Once completed, it will provide an additional layer of protection for the country’s fuel supply system and contribute to a more secure and stable energy future.
