India is taking significant steps to reduce its dependence on Chinese equipment and technology in major infrastructure projects after concerns emerged over the use of Chinese-made Tunnel Boring Machines (TBMs). The move follows growing discussions within government circles about supply chain security, project delays, and the need to build a stronger domestic manufacturing ecosystem for critical infrastructure equipment.
Tunnel Boring Machines are among the most important pieces of equipment used in the construction of metro rail networks, road tunnels, railway corridors, and underground utility projects. These massive machines are designed to drill through rock and soil while creating tunnels safely and efficiently. For years, many Indian infrastructure developers have relied on Chinese manufacturers because they offered machines at competitive prices and shorter delivery timelines.
However, recent challenges involving TBM procurement, maintenance, spare parts, and technical support have highlighted the risks of depending heavily on a single foreign source. Officials believe that disruptions in global supply chains or geopolitical tensions could affect the timely completion of key infrastructure projects across the country.
The issue gained attention after delays linked to Chinese-made TBMs raised concerns about India’s long-term infrastructure planning. Several government departments have since started reviewing procurement policies to ensure that future projects are less vulnerable to external risks.

India’s response is not limited to replacing Chinese suppliers. Developing local service networks and manufacturing spare parts within India could help reduce these risks.
The government’s broader “Make in India” initiative also aligns with this strategy. Officials have increasingly emphasized domestic production in sectors such as electronics, defense, renewable energy, railways, and heavy engineering. Expanding local capabilities in tunnel construction equipment is seen as another step toward strengthening India’s industrial self-reliance.
Analysts note that this policy shift is not necessarily aimed at ending all imports from China. Instead, it focuses on reducing excessive dependence on any single country for strategically important infrastructure components. By sourcing equipment from multiple countries and encouraging domestic manufacturing, India hopes to improve project resilience while maintaining healthy competition among suppliers.
The private sector is expected to play a key role in this transition. Several engineering firms are already exploring partnerships with international manufacturers to assemble or manufacture TBMs in India. Such collaborations could help Indian companies gain technical expertise while reducing long-term import costs.
As India continues investing heavily in transportation, urban development, and connectivity projects, ensuring a secure and reliable equipment supply chain has become a national priority. The lessons learned from recent procurement challenges have encouraged policymakers to rethink sourcing strategies and strengthen domestic capabilities.
